This is Tanga - between the last decade of 19th century and the first decade of 20th. The street seen in the picture was called "Kaiser Strasse" during German Colonial rule, after the First World War in 1917 Britains had to change the name to "Kings Street", and when Tanganyika attained her political independence in 1961 it was officially renamed as "Independence Avenue".
